The Business Continuity Manager provides proactive direction, guidance, and support on all aspects of the Business Continuity Management Program. Responsible for the development, implementation, and maintenance of a comprehensive program that includes policies, strategies, plans, and processes aligned to regulations, industry best practices and standards, compliance requirements, education, and protection strategies across the health plan’s business lines and geographic locations. Acts as subject matter expert on business continuity management and business resilience matters related to health insurance organizations entrusted with large volumes of data and transactions.

The position will work closely with business leaders across the health plan and work with appropriate individuals at Boston Medical Center to align business continuity programs across both organizations. The Business Continuity Manager demonstrates independent judgement with a minimal amount of supervision, direction, and assists the health plan by performing wide range of business continuity and disaster recovery activities and support. This role assumes management of and accountability for day to day business continuity program needs and is the subject matter expert for business continuity at the health plan.

Key Functions/Responsibilities:

  • Designs, implements, and manages the Business Continuity Program for the health plan
  • Collaborates with department directors and the executive team to develop and implement plans to anticipate, address, and mitigate the effects of various business interruptions
  • Develops, updates and executes business continuity program goals, including development and reporting against metrics and key performance indicators to assess program health and continuous program improvement
  • Facilitating business continuity exercises and tests, to identify potential gaps in plans, as well as functionality of work transference processes supporting recovery
  • Participate as a member of the Crisis Management Team and Operations Response Team as designated to respond to significant disruptive events
  • Collaborates and meets with Boston Medical Center (BMC) Business Continuity, IT Security, and Crisis Management leadership to ensure alignment and integration of continuity plans across the health plan and the hospital system
  • Partner with relevant departments to train employees on business continuity requirements
    • Support organizational training on risk management and disaster recovery
  • Partner with appropriate technology teams to ensure resilience capabilities that meet the health plan’s needs
  • Develop, plan and coordinate tabletop and functional exercises to ensure the effectiveness of the business continuity management program
  • Partner with Enterprise Risk Management, Information Technology and Information Security to define standards and provide subject-matter- expertise to oversee enterprise-wide business resiliency risks
    • Based on knowledge and expertise, make recommendations to senior management on best course of action
  • Engage with stakeholders, including senior leadership, to provide education on resilience capabilities and limitations
  • Serves as one of the health plan's subject matter experts (SME) for emergency management programs
  • Ensures programs, policies, plans, and training are current and comply with applicable federal, state and local laws
    • Drafts standards, policies, and procedures as needed
  • Develops, implements and maintains business resiliency plans
    • Ensures plans meet or exceed all regulatory requirements
  • Reviews and provides oversight and risk management of the business continuity plans of the health plan suppliers and vendors
  • Dive deep into data, existing processes, people, and technology challenges in order to identify risks and opportunities
  • Facilitate and prepare meeting materials for business continuity related workgroups such as the Business Resiliency Steering Committee, the Operations Response Team, and the Crisis Management Team
  • Other duties as assigned

Qualifications:

Education Required:

  • Bachelor’s degree or equivalent experience

Education Preferred:

  • Certified Business Continuity Planner or similar certification

Experience Required:

  • 5+ years’ experience implementing and managing business continuity programs
  • 5+ years’ experience in the health insurance industry required
  • Experience in leading and managing virtual project and program teams
  • Experience in managing the response to significant disruptive events
  • Experience with Disaster Recovery (Information Technology focus)
